Joe Lampard is Vice President and partner at HPSA Acumen.  With over 15 years’ experience in analyzing areas with health professional shortages through HPSA Acumen, Joe has extensive knowledge about the underserved communities in the US.

Joe’s professional focus is on increasing access to care for the marginalized and underserved.  This is accomplished through Health Professional Shortage Area (HPSA) designations, Medically Underserved Area/Population (MUA/P) designations, and Rural Health Clinic establishment which provide benefits to encourage clinicians to relocate and remain in underserved areas.

Joe attended the University of Stony Brook in Long Island and has since relocated to Western New York, where Acumen is based.

Over the past few years The Health Resources & Services Administration (HRSA) has been developing a new software to review Health Professional Shortage Area (HPSA) designations across the U.S. In January of 2017 HRSA will be releasing an impact analysis to the various state DOH revealing which areas continue to qualify as HPSA utilizing their current data while being processed by the new software. This will be for all three cohorts, primary care, mental, and dental health.

Normally these designations are reviewed every three years, however, every HPSA designated before August 1st of 2016 will be reviewed. A second impact analysis will be run in April with final results published in July of 2017. This will determine who remains designated and what your new score is. We will keep a close eye on our clients current designations and notify you if any go into ‘proposed withdraw’ or if your score dramatically drops.
